After six years of research and planning, technical studies and extensive public engagement, Guelph City Council has approved an amendment to the Official Plan to incorporate the Clair-Maltby Secondary Plan. This land supports provincially-mandated growth targets and the City’s local growth management strategy. With strong ties to the City’s Strategic Plan, Guelph is future-ready with a plan that reflects Guelph’s values, is designed with an environment-first approach and pushes us closer on our Race To Zero.

About the Project

The City is proposing a secondary plan that supports the development of a vibrant, urban Clair-Maltby community designed to respect the Natural Heritage System and the Paris-Galt Moraine, following the City’s environment-first approach. The secondary plan reflects the vision and directions we developed with the community over the past four years and establishes the land use policy framework and infrastructure plans to develop the southernmost lands within the City.

Important Information

The MESP, studying stormwater, water, waste water and mobility servicing to the Clair-Maltby area, has been undertaken in accordance with the planning and design process for Schedule B projects as outlined in the Municipal Class Environmental Assessment document (October 2000, as amended in 2007, 2011 and 2015). The Class EA process to date has included public and agency consultation on the servicing alternatives.

Engagement Summary

Numerous and varied community engagement opportunities have been provided to stakeholders throughout the development of the Secondary Plan. The results of these opportunities have been considered in the various Committee and Council reports on key foundational material that received Council support leading to the development of the Official Plan Amendment. Please read a summary of all of the engagement activites.

    Clair-Maltby Park Scenario Survey

    Please take this survey to help us choose the community park space in the Clair-Maltby Secondary Plan. 

    In our previous workshops and online survey we asked about the considerations and criteria we should use to choose the location(s) of the community park space in Clair-Maltby. 

    The goals of the parks are:

    • A minimum of 10 hectares of Community Park space
    • A Community Park should have access to a collector or arterial road, not be located within the Natural Heritage System or within the Gordon Street corridor
    • Eight additional neighbourhood parks are also planned

    Keeping in mind the community considerations describe the pros and cons of each scenario.

    Clair-Maltby parks and open space survey

    We would like your feedback on potential community park criteria and locations. We will also be looking for feedback to identify priority locations for the moraine ribbon. This feedback will help establish policy directions that will inform the creation of the secondary plan for the Clair-Maltby area. The final secondary plan will become part of the City’s Official Plan.

    Consultation on Draft Policy Directions

    The City prepared a Draft Policy Directions Consultation Document that summarizes key draft directions. the draft directions will provide the basis for a new Secondary Plan for Clair-Maltby. The document describes the long-term Vision and Principles for the area, illustrates the structuring elements of the plan, and outlines general directions for policies and/or objectives.

    The purpose of the document is to have discussions and get feedback on the proposed draft directions before we prepare the draft Secondary Plan policies. 

    Completing the full survey will take careful reading and may take 30-40 minutes to complete.  However you can skip any section you are not interested in completing, or provide more general comments that are not based on a review of the Draft Policy Direction Consultation Document.

    Visual Preferences Survey

    The City prepared a Draft Policy Directions Consultation Document that summarizes key draft directions. The directions will be described in words but also with images. This visual preffernces survey will show you a series of pictures and ask how well each aligns with the Clair-Maltby vision for different land use areas. This survey may take about 10 minutes to complete.
