Your parks. Your recreation. Your voice.

We’ve created a draft Parks and Recreation Master Plan to guide the future of parks and recreation services and infrastructure. The plan presents a vision for the future, goals and objectives to meet Guelph’s needs. Informed by the Parks and Recreation Needs Assessment, the PRMP identifies what services and facilities we should be providing, when they will be required and how they should be funded.

We'd love your feedback on the draft plan

Earlier in 2023 we drafted the Plan and the Parks and Recreation Needs Assessment based on engagement that has occurred in four phases starting in 2019 along with studies of other municipalities, research and best practices.

During the summer of 2023 we asked the community for feedback on the draft materials. Check out the summary of what we heard that helped us develop the plan we're presenting to council.

The finalized Parks and Recreation Masterplan will be presented to council on October 3, 2023. Find the full council packet here. the community is invited to attend in person or watch online.

    How does this plan reflect a desire for Guelphs parks to be equitable? Asking about equity specifically. Most of Guelphs current parks are not even designed in a way that is equal let alone equitable.

    Hello, thank you for the great question.

    One of the core values of the Parks and Recreation Master Plan (PRMP) is that “all people can participate in recreation.” We are aware of systemic inequity in the community and there is an increased desire to create equity of opportunity, safety and inclusion for all in the community. The PRMP highlights three areas of focus to make Guelph’s park system more equitable:

    1. Equity of park distribution

    Historically success in parkland planning throughout Ontario (including Guelph) focused on measuring how much parkland per population the municipality had. While this is still an important metric, through the 2022 Park Plan and the PRMP, we are aiming to shift focus more toward measuring success by equitable access to parkland. Our goal is for residents to be able to access a park within reasonable walking distance from their homes. This is measured by a 5-to-10 minute walk, or 500-800 metres. In addition to the amount of parkland we have in Guelph, we are looking to move toward a well-connected park system that focuses more on equity of park access and distribution.

    2. Park infrastructure equity

    We recognize that the current state of park facilities across the City is not entirely equitable. New growth areas receive funding and attention through the development process and benefit from Development Charges as a funding source. Renewal of existing parks is not eligible for funding by Development Charges so there is a fine balance to be struck between investing in existing infrastructure without putting too much pressure on the tax base. We are making recommendations in the PRMP to invest in existing infrastructure to ensure that all areas of the City have similar park infrastructure and quality. This includes a focus on ensuring that all existing parks have accessible pathways to amenities.

    3. Information equity

    Throughout all the City’s services, there is a push to ensure all of the corporation’s public information is available to people of all abilities. For parks, people require information to help them assess if a park’s amenities and characteristics match their abilities or desired experience. There is an opportunity to better provide people with the right information, at the right time, using the right media. Through the PRMP we are recommending improvements to communication about parks to help residents use the open space network. This information should be available at parks themselves, as well as on a platform that is accessible before people commit to visiting parks. 

    Finally, through the PRMP we are making a recommendation to develop a Recreation-focused Inclusion, Diversity, Equity, and Accessibility Strategy to improve practices and processes, ensure trusting relationships are built with vulnerable communities, and sustained efforts are made to eliminate exclusion in recreation environments and systems.

    Are there any plans to add lighting to outdoor courts/fields? In particular basketball courts like Shelldale/Deerpath? In the fall/spring, it starts to get dark early but plenty of people play in the evening. The same applies to several tennis courts and soccer fields. With lit courts, the community gets the most use out of the courts.

    Lighting of courts and sports fields will be considered in the Sports Field Strategy. Lighting is a great way to extend availability of facilities but it is not appropriate for all locations. Thank you for your suggestion!

    Trails are not a topic covered in the Parks and Recreation Master Plan. Please see the Guelph Trail Master Plan on the City's website for trail planning.

    Does the city intend to partner with the school boards to share the use of sports fields and gyms? Why build new facitilities if these gyms etc, have already been built with public funds ? What about a cost sharing agreement? Most of their facilities are idle in the summer for instance what a waste of an opportunity to use these for public use at just the cost of maintenance and insurance!

    Yes! 

    Check out recommendation #8 in the plan: "Explore partnership opportunities with school boards, the GRCA, and other public agencies to allow and/or continue to allow community use of recreational facilities owned by other organizations."

    And recommendation #81: "Continue to provide recreation programming in schools and other community spaces to increase the reach and geographic distribution of City recreation services."

    Can we Build a outdoor rink with boards for people to play road hockey and other sports we don’t have one.

    Hello, thanks for your question. Check out recommendation #28 of the master plan: "Investigate the implementation of a multi-use outdoor sport facility with boards to accommodate ice hockey, ball hockey and lacrosse."

    I belive that skateboarding appeals to a wider demographic of people of all ages as opposed to a tennis court as skatparks attract tourists as well as locals to develop unity as well as develop individually through these community spaces far more than a group oriented and group operated activity such as tennis which limits the amount of occupants able to participate due to sport rules. I firmly believe that skatparks will better support and optimize the amount of people per space and strengthen the bonds of guelph community members through inclusiveness and united cause.

    Hello, thanks for your feedback on skateboard parks! Check out recommendations 29 and 30 of the master plan - we are recommending that the City add 5 new skateboard facilities - one major facility, and four skateboard nodes!

    I am wondering if Drew Park is due for an upgrade? My son and I frequent this park and I have noticed that given it’s location, it is a very popular destination for some of Guelphs newest families. I think these families deserve a quality park that is on par with some of Guelph’s more affluent areas. It is clear to me that Drew Park is not of the same quality as many of the other parks in this city. It pains me to see the obvious inequality that the children who play at this park regularly are facing already at such a young age. I am fortunate enough to have a vehicle so I can bring my son to many of Guelphs other great parks, which he adores. However, for many parents in my area this same luxury is not an option, so Drew park is the only accessible destination.

    Yes! Check out recommendation #25 in the master plan: "Renovate Drew Park basketball court." We will likely pair this project up with other upgrades to the park at the same time.
