Last year, temporary traffic calming measures were installed along Riverview Drive and Waverley Drive in line with the City’s Traffic Calming Policy. We installed temporary measures first to evaluate how well they work before permanent measures are installed.

Based on the data we collected in the fall of 2022 including community feedback and staff observations the traffic calming plan for 2023 will be adjusted.

    Thank you for your feedback. Based on collected traffic data across Guelph, speed cushions have been proven to be effective in reducing operating speeds in vehicles. The City will proceed with the installations of speed cushions.

    The rubber speed cushions are only a temporary measure with asphalt permanent speed cushions tentatively planned for 2024 (pending data collection). We’ve found the asphalt permanent speed cushions to not be as jarring and are a smoother experience to drive over as they’re built into the roadway.

Also, I wondered if anyone brought up the issue of traffic during RibFest. Last year was a mess with the narrowing of Riverview. As well, I doubt the holes left in the road from the bolts used to hold down thespeed bumps did verywell over the winter. Is the city prepared and have the necessary funds available to fix roads when the ice builds up underneath the pavement? And finally, did anyone mention how busy the alternate route are now that drivers are avoiding the traffic calming measures?     I’m sorry you couldn’t make it to the open house, thank you for taking the time to provide your comments. All information available at the open house is included in the Have Your Say page under Documents.

    Riverview Drive will be narrowed in one portion where curb extensions will be installed. Curb extensions mimic parked vehicles on both sides of the roadway with enough available road width left to allow for two-way traffic.

    Prior to winter, any voids in the roadway created by temporary speed cushions are filled with epoxy. When permanent asphalt speed cushions are constructed, they will occupy the area where the holes previously existed.  

    The City will be studying adjacent roadways in the neighbourhood to determine if the traffic calming measures on Riverview Drive and Waverley Drive have any impact on them.

    Thank you for your comments. For 2023, we will be continuing to use the temporary rubber speed cushions that you saw in 2022. The permanent version of the speed cushions is planned to be installed in 2024 (pending traffic data collection) and they’ll be formed of asphalt embedded into the road surface, so they will be a slightly different experience for drivers and cyclists. They’ll have a smoother profile with longer ramps than the temporary rubber cushions. The intention is that cyclists will ride over the centre of the cushion, as it will have a smooth enough profile to do that comfortably, if cycling at a reasonable speed. A person cycling could still choose to ride through the gap between the cushions, but the intent is that they are able to ride over the cushion.

If If I slow down to 30 km to go over a speed cushion , I have someone on my tail and almost rear ending me (a dangerous situation). the same goes when I go 30 km, in the school zone. Just have a policeman at the junction of Balmoral and Waverley Drive before and after school and you will get lots of buses and cars speeding . I am not in favour of all these measures on Waverly and Riverview. Spend your money on slowing the traffic of Speedvale (or the Speedway as I see it)/.     Thank you for your comments. The Riverview Drive and Waverley Drive neighbourhood area will be receiving a 40 km//h speed limit this spring. 

    Emergency services and Guelph Transit were both consulted on the traffic calming plans and no concerns were noted. Speed cushions are designed so that emergency services can travel over them without having to slow down or have an impact on emergency call response times.

    The speed radar boards on Arkell Road are a part of the Community Road Safety Strategy and are considered an educational tool for drivers, where the measures on Riverview Drive and Waverley Drive are a part of the Traffic Calming Policy and are intended to reduce the operating speed of vehicles.

    Thank you for your comment. As part of the Traffic Calming Policy we routinely collect data before and after measures are implemented. We have seen significant decreases in speed where speed cushions have been installed. Once permanent speed cushions are installed snow removal will not be of concern as operators can lift their plow while passing the cushion. Our Operations team has been consulted on the use of speed cushions and winter maintenance.
