About the Project

The City is proposing a secondary plan that supports the development of a vibrant, urban Clair-Maltby community designed to respect the Natural Heritage System and the Paris-Galt Moraine, following the City’s environment-first approach. The secondary plan reflects the vision and directions we developed with the community over the past four years and establishes the land use policy framework and infrastructure plans to develop the southernmost lands within the City.

Virtual Public Open House – June 24 - August 8, 2021

On June 24, 2021, the City hosted a series of live public information sessions to inform residents and stakeholders about the proposed Clair-Maltby Secondary Plan policies, the Master Environmental Servicing Plan (MESP) and the Comprehensive Environmental Impact Study (CEIS). Release of Documents

The proposed secondary plan is supported by technical work completed through the Comprehensive Environmental Impact Study (CEIS), the Master Environmental Servicing Plan (MESP) and the Energy and Other Utilities Study.

The draft secondary plan, MESP, CEIS and Energy and Other Utilities Study were released prior to the open house and can be found at guelph.ca/clair-maltby by clicking on ‘documents’. Links to the documents are also be available on this page under 'Document Library'.

How to Participate

View the virtual open house presentations and recordings, as well as supporting materials on this page between June 24 and August 8 to learn about the project, ask questions and provide feedback. Use the 'Ideas Boards' below to provide your thoughts, ideas and comments on the project.

If you are interested in discussing details of the Clair-Maltby proposed plan that are not covered in the virtual public open house sessions, please reach out to us during our virtual office hours. Important Information:

The MESP, studying stormwater, water, waste water and mobility servicing to the Clair-Maltby area, has been undertaken in accordance with the planning and design process for Schedule B projects as outlined in the Municipal Class Environmental Assessment document (October 2000, as amended in 2007, 2011 and 2015). The Class EA process to date has included public and agency consultation on the servicing alternatives. The purpose of the servicing sessions of this PIC will be to present the evaluation process and the preferred alternative.

Intent to collect information during virtual public open house

Feedback is being collected as part of stakeholder engagement and public input on the Clair-Maltby Secondary Plan, as well as to satisfy the requirements of the Environmental Assessment Act. Registration is not required, but you will need to provide your name and email address to join the event. Your email address may be used to communicate with you about the Clair-Maltby Secondary Plan and related matters (e.g. provide updates and notify you of other engagement opportunities).

Please note the event will be recorded, and the recording may be shared on the City’s website and social media channels. Any comments or questions submitted during the event may be published or shared and will be used to reflect overall feedback and help inform policy.

Personal information is collected under the authority of the Municipal Act, 2001, and in accordance with the provisions of the Municipal Freedom of Information and Protection of Privacy Act.

    Please take this survey to help us choose the community park space in the Clair-Maltby Secondary Plan. 

    In our previous workshops and online survey we asked about the considerations and criteria we should use to choose the location(s) of the community park space in Clair-Maltby. 

    The goals of the parks are:

    • A minimum of 10 hectares of Community Park space
    • A Community Park should have access to a collector or arterial road, not be located within the Natural Heritage System or within the Gordon Street corridor
    • Eight additional neighbourhood parks are also planned

    Keeping in mind the community considerations describe the pros and cons of each scenario.

    We would like your feedback on potential community park criteria and locations. We will also be looking for feedback to identify priority locations for the moraine ribbon. This feedback will help establish policy directions that will inform the creation of the secondary plan for the Clair-Maltby area. The final secondary plan will become part of the City’s Official Plan.

    The City prepared a Draft Policy Directions Consultation Document that summarizes key draft directions. the draft directions will provide the basis for a new Secondary Plan for Clair-Maltby. The document describes the long-term Vision and Principles for the area, illustrates the structuring elements of the plan, and outlines general directions for policies and/or objectives.

    The purpose of the document is to have discussions and get feedback on the proposed draft directions before we prepare the draft Secondary Plan policies. 

    Completing the full survey will take careful reading and may take 30-40 minutes to complete.  However you can skip any section you are not interested in completing, or provide more general comments that are not based on a review of the Draft Policy Direction Consultation Document.

    The City prepared a Draft Policy Directions Consultation Document that summarizes key draft directions. The directions will be described in words but also with images. This visual preffernces survey will show you a series of pictures and ask how well each aligns with the Clair-Maltby vision for different land use areas.
