The City of Guelph is conducting a compliance check under the Accessibility for Ontarians with Disabilities Act (AODA), 2005.

As part of this compliance check, Guelph Transit wants your input on which bus stops and shelters do not meet the accessibility needs of Guelph residents.

Guelph Transit has budget available each year to upgrade bus stops that do not yet have concrete pads and to add shelters where needed. Your feedback will help us identify stops to upgrade in the future.

More information about the Accessibility for Ontarians with Disabilities act and our service standards are available in the 'More information' tab below.

What we did

From April 4 to May 7, 2023, we sought out community feedback to help us prioritize which transit stops require shelters, concrete pads and benches to meet the accessibility needs of our community. Check out the engagement summary in our Documents section on this page for what we heard and our next steps.

We always want the community to share information with us whenever there are accessibility concerns for our stops or busses so we can address those concerns quickly.

Under the Transportation Standard of the Accessibility for Ontarians with Disabilities Act (AODA), companies that provide public transportation have to create and implement policies and plans to make their services accessible to passengers with disabilities.

AODA requires that all new and renovated bus stops and bus shelters are level or ramped for use by people with mobility devices.

Shelters, platforms, and stations should be wide enough so that people using mobility devices can turn around.

    Additional accessibility requirements

There are additional requirements for accessibility on:

    • Signage
    • Vehicles
    • Audio and visual announcements
    • Information on bus times, routes, delays and detours

Guelph Transit has a set of service standards in place that were approved by council as part of the Guelph Transit Future Ready Action Plan. One of these service standards speaks to the prioritization of installing new bus stop amenities by identifying key criteria to consider:

    Bus stop amenity prioritization

When allotting budgets for new bus stop amenities (e.g., shelters, concrete pads, etc.), the below criteria will be used in the following order to prioritize locations for these improvements:

    1. There is currently not a pad or shelter.

    2. There is a sidewalk and curb.

    3. There is sufficient space in the right-of-way to install the amenity.

    4. Stops with higher passenger boardings.

    5. There is an accessibility concern or accessibility request at the stop location.

    6. When considering a shelter at a stop, in addition to the above, it should meet one or more of the following criteria:

    1. There is an average minimum of 20 boardings per weekday
    2. There are poor microclimate conditions such as wind tunnels or a lack of other shelter sources
    3. The stop is located near a key community location.

    7. When considering a bench at a stop, in addition to criteria 1 to 5, it should have an average minimum of 10 boardings per weekday.

    8. There is already a pad installed to accommodate a shelter.

    9. The existing amenity is in poor condition.

10.There has been a public request for an amenity.
